Dick,

How, indeed?  The phrase of "making perpetual war in search of perpetual peace" is often also used by Gore Vidal (one of my secular saints these days).  I think the phrase was originated by the economist Charles Beard, whose thesis that the founding fathers were generally autocratic oligarchs who structured the U.S. government to perpetuate their power structure is still regarded as highly controversial (can't imagine why)!  In 2002 Vidal said that after a long career as novelist, playwright and essayist, he was becoming a pamphleteer in the best traditions of the truly revolutionary fathers.

Some of his best articles, interviews and essays on the above subject are published in a small book titled:

Dreaming War - Blood for Oil and the Cheney-Bush Junta  (Notice that the got the smarter and more powerful name first for a change).  I highly recommend it.
