Subject: [Dialogue] Fifth City Model in Republic of Korea

Dear warriors of the Human Development experiment, in all of its continuing forms..

The Griffins were only staff in Japan and Korea during the years of introducing the 5th City Model globally.

    2. What is the total number of projects started around the world?

I trust that someone in Japan will share with all of us in what form Oyubari HDP has affected other development ventures in the Land of the Rising Sun.

Muriel and I were in Osaka at the time of launching Ku Du E Ri in Kangwon Do, northeast of Seoul during 1977 or 1978, immediately following the World's Fair of Human Development which was held in Kyungyung Il Village on Jeju Island, just off the southern tip of the Korean peninsula.

Round 1 - Kyungyeong had been launched about 1975 or 1976 as one of the first 12 we started around the planet. I was not there for the consult but did visit on more than one occasion.

Round 2 - On the mainland in Korea was Kuh Du Village about 15 miles out of Cheon Chun, the provincial capitol of Kangwon Province and the center of the resistance by farmers with pitchforks and cutless type knives facing the armed might of the North. Their sacrificial action slowed up the rush of North Korean forces across the 38th parallel in 1950, the beginning of the Korean 'Police Action'.

Round 3 - Replication was launched in 1980. It involved the flip of the success in Kuh Du village to a number of villages [5-8] in the county which is a donut around the provincal capitol. No staff - National or extra-national - lived in those villages. Following the initial launching design sessions for each of the outlying villages, Mr. Lee Kang Jin and Mr. Park Yung Chul made nearly weekly visits, usually with Bob Griffin driving the 90 cc. Honda motorcycle as they hung on for dear life behind. Villagers experienced the rapid changes in the 'Model Village' and sought to replicate through the use of methods used in Kuh Du Village.

Round 4 - Demonstrating launch of a cluster of villages simultaneously -was accomplished in the Spring of 1981 when Community Meetings were held in 25 villages near Cheong Ju, the provincial capitol of Cheong Buk Province - the only land locked province of Korea. From these 25 we prioritized and succeded in holding Planning Consults in 4 contiguous villages near the Nang Seon Subdistrict just east of Cheong Ju. They grew into the Nang Seon Human Development Cluster and became models for other village leaders who came to learn how it was that the ICA-Korea had really done nothing, but rather the men and women of the villages had created their plan, done their own work, and had become stars in the Province. Many training sessions were held there and leaders from all parts of the Province came their for models and encouragement to forge their own best step by step plans.

Round 5 - Launching in another part of the country, hopefully without needing to have staff live in the new Province. [I need data here which I can only access at home - Who else will add current info on Korea?]

Jim, I have begun this while traveling amoung our four daughters [Laura, Debra, Nancy and Carol] who live in Massachusetts. On Sunday, 4-23, we will be celebrating Muriel's first 76 years even as some of you may open this [too long] message. I will look in the afternoon to take off any greetings you may wish to send as she has completed the 1st year into the 4th quarter of a Century!

I will work on the other four questions after our return to Indianola, Iowa, on Wednesday the 26th. Grace and peace, faith and the strength to persevere, Bob

  1. What have been some of the major accomplishments of the Fifth City Model?
  3. What factors are necessary to sustain the momentum of these projects?
  4. Are the 5 basic presuppositions still workable?
  5. What other questions should be asked and answered about the HDPs?
