Jan,
That sounds like an excellent piece to have. If you find it or get another
response I would appreciate a copy. I know from several situations that a
key is a dynamic like adhoc committees as a couterpart to usually mor
sluggish standing committees. There needs to be a dynamic for immediate
response to situations that long term policy has not anticipated.

Hello to all facilitators, 
I'm getting ready to do some facilitation/training for a first nation here
on roles and responsibilities of Chief and Council.  I used to have a model
on the dynamics between Council/Boards and Administration--however, I can't
lay my hands on it right now.  Does anyone have such a model they could
share/send?
