5 points toward a plan for the USA . . .
   
  Some Assumptions:  In an increasingly interconnected world, the capacity of nation states to effectively govern is significantly compromised by the many forces which do not respect, or notice, borders.  Feeling threatened, the leadership of nation states are vying to keep our attention.  The critical scarcity in this world is the scarcity of Attention -- what we pay attention to enough to understand and deal with.  There is extreme competition for our attention, and what we pay attention to (and don't pay attention to) is the significant factor in living our lives and directing our social vehicles.  The biggest change in the 20th century was the rise of technology and multi-media which moved us from a print / literate world into a multi-sensory performance world.  This is a whole new way of focusing our attention.  Most of us are barely able to function as consumers of these media, let alone producers and creators.
   
  5 point plan
  1.  Create a third house of Congress for all of the organized interests, particularly the tax paying ones, that are seeking to intervene between the people and their representatives.  A large part of the population explosion of the past century was legal persons, corporations of various kinds.  Many of them are taxed without representation.  Give what we currently call lobbies and special interests their own structure to have their voice heard vs. driving their interest under the table, as it were.
  2.  Expand National Service to include 4 years of service by every person.  2 years towards the beginning of a working life and 2 years towards the end, as a capstone program.  
  3.  Highlight non politically, the human contribution of local religious institutions to the capacity of our lives and to the capacity and richness of our communities.  Study them, develop impact data that shows best case scenarios and best practices.  Create geographically based networks for them to interchange.  Provide subsidies for them to become green houses where their membership develops their capacity to participate in this world.  Comfort people who are scared.
  4.  Create some sort of initiative to highlight and give voice to the cultural and spiritual leadership of this country.  We only hear the political voice and see the economic voice in the "news", some sort of cultural leadership councils.
  5.  Establish election day as a single 24 hour period, beginning at the same instant all across the country and ending at the same instant, so every vote counts and so these aimless projections stop.  A part of this could be to put up for public ridicule those "news sources" who have nothing better to report than campaigns.  Fine anyone who covers only the process and not the content of any political speech.
   
  Implementation:  Problem is these 5 can't really easily be implemented by electing the right people and getting them to pass legislation . . .  hmmm, is there another way??
