[Dialogue] Five Point Program

Jim, there is no way to limit ideas to a 5 point program but it is well
worth the effort. Most of what I have in my points is so filled with
loopholes that lawyers would be employed for a century or two just
sorting these. So here are mine:
Five Point Plan for USA
1. *National Energy Program.* National priority to create alternative
energies the do not depend on fossil fuels. Fusion power, wind power,
ocean power, geothermal power, etc. must be developed along with
centralized coal (temporary fossil fuel consumer) generated electrical
power where gases such as carbon dioxide, sulfur dioxide, nitrogen
oxides, etc. are scrubbed for stack emissions. Immediate priority for
households throughout the nation to utilize energy efficient appliances
and lighting. (10 year overall goal)
2. *Transportation Infrastructure.* Creation of national and regional
transportation systems to minimize personal auto and trucking usage.
Immediate priority to increase gas mileage to 40+ mpg local and 60 mpg
highway. Include significant tax breaks and support for low and middle
income families. Implement significant surcharges on high consumption
vehicles including sport and recreation vehicles for both land and water
use.
3. *Education and Health.* Substantial economic support for all
educational and health care programs, high school, college and post
graduate schools. Make all levels of education affordable for low
income and middle income families. Provide excellent teacher
development programs and substantial salaries for educators. Develop a
health consciousness by instituting a national health insurance program
for low and middle income families.
4. *Resource Conservation and Development.* Focus on sustainable
agricultural methods with seeds that reproduce the original gene stock
and support diverse adaptations of plants to maximize the gene pool.
Support methods of irrigation that minimize water consumption and
develop water conservation methods. Stop all mining and drilling in
national parks and public lands where human and wildlife habitation is
affected. Preserve farmlands and limit changeover to urban sprawl.
5. *International and Domestic Affairs.* Implement a windfall
profits tax on the oil industry and the military complex including
subcontractors profiting from undeclared wars. Withdraw American forces
from Iraq and Afghanistan and other countries such as Japan and Germany.
Hold all members of the present administration accountable before the
World Court for violations of international law and treaties. Stop all
rendition procedures and reinstall habeas corpus. Shut down the School
of Americas and limit the involvement of the CIA and other secret and
overt security groups who undermine democracies beyond our boarders.
Eliminate the Patriot Act. Prepare for a period of high inflation rates
as the oil exchange currency transfers from the petrodollar to the Euro
or some other stable currency and countries such as China cash in their
dollars. Open off-shore banking to rigorous taxation equivalent to
highest tax rate inside the US. Require income tax payments for foreign
employees working for US based corporations which have outsourced jobs
and manufacturing to other countries.
