Marilyn is spot on.  In the instance of John's quote the "judging" is whether or not the enemy has a conscience.  Who can decide that?  I believe Bonhoeffer's wisdom was that a "responsible" decision is not determined by "what" is decided but by "how" it is decided and whether or not the one deciding is willing to do so with no appeal for justification.  In the Freedom lecture we said the free person is "lucid, sensitive, exposed and disciplined."  Discerning the will of God involves all of these, but it seems to me these days the biggie is "exposed."
