on the list serves.  So far I have 25 pages of materials.

This draft is too long to put on the list serve at this point.  If you wish
a copy, tell me and 
I will send it directly to your email.  I am also hoping that some of you
may want to take this
paper and add points or examples.   I have not written an introduction.
Someone may want 
to work on that as well.  In my mind this is a corporate paper many of us
are writing to be used
as we wish.
