Seems to me I read somewhere about the guarantee of the right to life, liberty and the pursuit of happiness.  Seems to me I remember something about "I was hungry and you fed me.  I was naked and you clothed.'  In my experience, it takes both the government and "faith based" organizations to provide for those in need.   It is also my experience in the here and now, that faith based picks up where government agencies don't.  Try feeding and housing a family on $8.00 bucks an hour.
The biggest interference the feds have done in my opinion, is require standardized testing for children.  No 2 children learning in the same way or the same time.
