In fact, to continue the metaphor, Obama's plan is to build a fence or gate across the pool so the water will in fact get deeper on the shallow end. The shallow end represents run down schools, dilapidated bridges, pot-holed roads, bankrupt states and cities; the deep end represents businesses that in their exuberance over-expanded (Circuit City, Home Depot, home builders, many others) and now want the government to cover up their mistakes with cash. With the Republican plan the infrastructure (the shallow end) would become a dry desert, while the deep end would become deeper with businesses returning to their excessive, irresponsible ways.
When all is said and done, with the Republican plan there will be more of the Bush-years excesses while with Obama's plan there will be substantive improvement to the infrastructure.
The metaphor as presented is faulty but with a bit of interpretation can be useful.
