The Community Reformulation Complex is composed of three forms: Community Organization, Enabling Managers, and Social Auxiliary. The Community Organization provides structures to enable grassroots engagement. The Enabling Managers embodies and enables grassroots leadership; and the Social Auxiliary provides leaders with global collegiality and wisdom. The Community Reformulation Complex operates in the general social arena of local polity. The historical contradiction which community reformulation Complex impacts is seen by examining its relationships to contemporary community organizational structures. The Community Reformulation Complex is designed to accomplish training and participation of local men in community structures. Responsible leadership which comprehensively cares for the members cf the community and thrusts their efforts toward global mission will be perpetually called out. | |||
COMMUNITY
ORGANIZATION | Community reformulation on a world wide basis includes Community Organization. This form is the embodiment of any community's tradition of caring and ordering human Life. It is the dynamic which authentically engages each person in a continuous development of his humanness and honors his insights in decision making. It also provides comprehensive care structures and agencies for solving individual and corporate problems.
One of the historical contradictions that Community Organization impacts is the shallow vision cf leadership regarding the inherent wisdom of local man. Community organization impacts the voicelessness of local man and enables his active participation. This form calls for wisdom of elders and the futuric enthusiasm of youth to be channeled into the development of the community. It attacks the limiting of the selection pool for community leaders which results from an overemphasis on economic status symbols. Community Organization form provides comprehensive structures which will care for the physical, cultural, and economic well-being of every individual. Education, which is seen as a lifelong process, will be promoted for people of all ages and at all points of life. The community organization would assume a missional stance, committing its particular gifts to the whole globe. Globallocal polity will be stressed as an essential, structure to hold each accountable to the other. | ||
ENABLING
MANAGERS | A reformulated community with a global mindset reflects its leaders' clarity in its relationship to the rest of the world. An embodiment of the reformulated community is its grassroots leadership. In effect, the leader is the community and the community is the leader. In this context, everyman recognizes his role as a prior and his responsibility for every other man.
There are four major contradictions which the Enabling Managers forms impacts. First, it impacts concentration of power in the hands of the few which blocks grassroots leadership. It also addresses the contradictions of local man not seeing himself as significant enough to assume responsible leadership unless he has economic status. Third, this form addresses the contradiction that vision is limited in the absence of grassroots participation in leadership. Finally, it addresses the victim image local man has which prevents the emergence of conscious leadership. Community reformulation will involve every community member in common concern through symbolic assignments to community tasks. Members will participate as enabling managers through comprehensive rotation of managerial duties. Collegiality among managers will demonstrate corporate working procedures. Continuous training and support of grassroots leadership will insure a reservoir of skilled leaders and a perpetually renewed vision of community mission. | ||
SOCIAL
AUXILIARY | Social Auxiliary functions as a sounding board aimed at the maintenance of mutual accountability and global collegiality among local loaders. The auxiliary embodies a servant role which enables symbolic leadership to function dynamically. This form helps provide objective wisdom to hold in comprehensive context the reformulated local community as mission to the world.
Social Auxiliary addresses the historical contradiction of a leadership barren of universal symbols which has reduced their context and blocks the provision of globs' collegiality and wisdom. Within the same arena this form impacts leaders image of responsibility only to individual interests rather than corporate interests. The social auxiliary form impacts outmoded research methods which are the result of a lack of interchange of wisdom from one level to another. Consequently it also impacts the noncomprehensive care models out of which leadership act today. Community organization consists of tour component groupings : Social Impact Boards, Citizen Care Stakes 3 Community Service Referral Bureau and Local Neighborhood Congress. Social Impact Boards strengthen and create community social services; Citizen Care Stakes gather and disseminates data enabling care for every person; Community Service Referral Bureau coordinates community services; Local Neighborhood Congress, meeting quarterly, deals with community concerns. Community Organization provides structures to enable grassroots participation. | |||
SOCIAL
IMPACT BOARDS |
The Social Impact Boards deal inclusively with all needs of the community. They are involved with recreational, celebrational, symbolic, health, housing and vocational services. They identify weaknesses in the community service structure and advocate the development of local unit facilities to meet needs Five operating principles are evident. The first is that the boards catalyze service organizations rather than becoming them. They create supplementary service units according to identified needs. Further, the boards are concerned with care for the environment, making it conducive to humanness. They incorporate traditional and creative communal symbols in identifying needs and offering services. Finally, they reverse victim images through positive citizen involvement. | ||
CITIZEN
CARE STAKES |
Citizen Care Stakes assure a responsibility for all citizens on a onebyone basis. Each stake corresponds to a specific geographical segment of the community. The stakes furnish necessary data to the residents of their respective territories. A vital principle in the operation of citizen care stakes is that each one covers a geographic area small enough to allow intentional contact with every citizen therein The stake leader is the primary contact agent enabling any individuia1 citizen to deal with the demonstration project. Stakes operate in a collegia1 dynamic, developing understanding and engagement. They honor community traditions, upholding the local situation while reformulation goes on. COMMUN ITY
SERVICE REFERRAL BUREAU | The bureau serves the community as an information center of existing services. It ensures to all citizens the benefit of social services, directing persons to the proper agencies. The bureau also informs local leadership when particular services are lacking. | ||

LOCAL
NEIGBORHOOD CONGRESS | The Local Neighborhood Congress takes responsibility for the total welfare of the community. Its quarterly meetings are open to all residents. It is a representative body and hears the reports of the various guilds, administrators and coordinators and makes plans for the future
Decisions of the Congress are made by group consensus. There exists reciprocal accountability between the Congress and the community. Its projects are planned in the light of global needs and activities, never just on the basis of local needs. Participation in the processes of the neighborhood congress develops indigenous leaders who gradually replace external leadership. In our time there is no possibility of new humanness without radical restructuring of community life. Structures enabling grassroots participation in its ~m reformulation will require the contextual reeducation of every human being, the whole community participating in the decisions which act on all problems at once, and, finally, reformulation on behalf of the whole globe. | ||
20: ENABLING MANAGERS | |||
The Enabling Managers consists of three component groupings: Community Development Collegium, Action Guild Administrators, and Stake Complex Coordinators. Community Development Collegium creates and presents the models to the "town meeting" on a quarterly time schedule; the Action Guild Administrators coordinate the work of the guilds to ensure comprehensiveness without duplication of effort; Stake Complex Coordinators serve as the communication net between residents and community services. This form is the dynamic which ensures that the grassroots leaders do in fact manage their own community and are its heads, the embodiment of the future. | |||
COMMUNITY
DEVELOPMENT COLLEGIUM | The Community Development Collegium is a selected, representative symbolic group of grassroots leaders who create the models needed for the reformulation of the community. Meeting daily at first and then perhaps weekly, the collegium is the visioning body who ask what's necessary and then set about creating the models to rebuild their community. The Collegium presents its models to the gathered body of the community residents for their recommendations and subsequent action. The leadership emerges from the human resources of the community and assumes the servant role. Local man makes the decisions by consensus. Development models are changed as necessary through frequent evaluation and incorporation of local man 's wisdom | ||
ACTION
GUILD ADMINISTRATORS | The work on the problems of the community is dealt with coordinately through the work of the action guilds, one per arena: social, political, cultural, wisdom and style. The administrators of these guilds meet regularly in order to coordinate their activities, increase and propagate the common wisdom, and carry out the will of the community through the organization of its decision and power. The administrators work on all problems at once, realizing that below any issue is a spirit problem which must be dealt with. Leadership is sought from a broad perspective of human experience, wisdom, and heritage. To achieve comprehensiveness, regular feedback from the grassroots in essential for making evaluations and relevant decisions . | ||
STAKE
COMPLEX COORDINATORS | The community, in order to care for its members, organizes itself into stakes, quads and units*, the units consisting of four to ten families. The coordinators, specifically trained, unpaid residents, are responsible for the units and in that capacity disseminate crucial information to the units and collect date from them relative to social and individual needs. The data is then made available to the guilds for proper action.

Each member must be well informed and know that he is caret for through the structures. Caring is effected for every member and every group at all times. The community is motivated to action through a common story. The coordinators themselves are image builders. Effective management of community reformulation will be done by the symbolic indigenous leadership. These managers help the residents to create, out of their gifts, the new humanness for all men. Regular evaluation and reporting to the community helps maintain missional accountability. | ||
21: SOCIAL AUXILIARY | |||
The Social Auxiliary consists of four component groupings: Leadership Training Faculty, Enabling Consultant Bureau, Research and Planning Collegium, and Social Services Forces. Leadership Training Faculty provides local representatives with common foundational training; Enabling Consultant Bureau makes available the tools, methods, and necessary dare to the local leadership; Research and Planning Collegium makes future plans for the community on the basis of its research and in the light of global wisdom; Social Service Forces are volunteers who work under the guidance and training of the agencies to fulfill special needs. The Social Auxiliary functions to give the local leaders a global stance so that the wisdom of the entire world may be shared. | |||
LEADERSHIP
TRAINING FACILITY | Leadership Training Faculty is a pedagogical staff who serve as a covenanted auxiliary available for assignment wherever training programs are to be held. The understanding of human deeps allows them to be assembled from their various stations across the globe to form a corporate faculty. One of the operating principles or Leadership Training Faculty is that the training goes on in the local situation. With that in mind, the faculty from outside areas bring objectivity to the training. Universal training methods ensure the commonness of vision and provide a global context for the community leaders. These spiritually disciplined pedagogues elicit a new style of leadership in the community. | ||

CONSULTANT BUREAU | The Enabling Consultant Bureau catalyzes community leadership by its transparent presence and provides models methodology on request of the local leadership, who give concrete form to the models. The Enabling Consultant Bureau realizes that many problems encountered by local leaders are fundamentally spirit problems. The Bureau's catalytic activity, combined with the contentless models presented by them, enables the creativity of the leaders. RESEARCH
AND PLANNING COLLEGIUM | The Research and Planning Collegium is a corporate body that operates within particular communities, making future plans on behalf of that community. The collegium researches needs and utilizes global wisdom to make future plans for the community. Research and Planning Collegium's operating principles include the belief that only local man can do the research for the community. The models he builds are methodological and not consentful and thus are applicable to any local situation. The local community seeing itself in a global context develops plans by consensus. The mission is defined and sustained by common story which creates the common vision. | ||
SOCIAL
SERVICE FORCES | Social Service Forces are those task forces organized to meet a special, need in the community such as maintenance or development. Task forces of noncitizens are often summoned on approval of the community to help local citizens who are recruited on a volunteer or assignment basis.
The initial operating principle of social service forces is that the community is reformulated from within. The forces are assembled out of the stance that the task determines the number and distribution of the forces. Further, working on a common task builds collegiality. Outside forces are found to catalyze participation in and creation of programs in the community. Participation in global and/or continental councils which expand vision and collegiality are a valuable part of the ongoing leadership training. Adequate training is grounded in the local, yet universal in approach, permitting interchanging of assignments and universal program applicability. Social Auxiliary enables leadership to see the future as possibility. | ||
CONCLUSION | To have successful community reformulation it is necessary to view education as a life long process and provide training in the transestablishment style. CULTIVATION POST | The social philosophy undergirding the cultivation post is the acceptance of the proestablishment's role as guardian of the community's heritage. The cultivation post is the reinforcing of the establishment's creative trends and enabling of the release of cultural, political and economic gifts for the benefit of all. This post holds the creative tension between the proestablishment and the disestablishment in the ongoing process of rebuilding society.
In order to release the gifts of the proestablishment into history, the cultivation post deals with the following four contradictions. First, it impacts the guilt syndrome of the proestablishment which is presently causing defensiveness and possessiveness of proestablishment gifts. Second, it addresses the tyrannical mindset of the proestablishment that denies the gifts of the elders and emerging generations. ADVISORY | The societal advisory sees the government and social agencies operating out of a common vision and becoming a sign that all the decisions belong to all men. Societal advisory affirms the present structures of the proestablishment within the communities that these structures serve. The proestablishment is held accountable to the grassroots.
The societal advisory form impacts the noninvolvement of grassroots in government. In addition, this form addresses the economic myth that money can cure any social ill which restricts effective governmental services. Finally this form attacks insufficient governmental care for the needs of the people. Societal Advisory intends to bring about an accountability structure for the government to the people which will enable local man's participation in governmental function. The societal advisory will establish structures through which local man will be able to communicate his concerns to governmental and social leaders. Third the societal advisory will develop a long-range plan for mutual cooperation between governmental and social agencies to meet global needs. Fourth, the advisory will create a corporate polity system which will enable the utilization of each man's gifts for the global community. | ||
The social philosophy of this complex reflects local man's ability to demonstrate his responsibility for the totality of his existence. It affirms the positive elements of proestablishment and encourages creative thrust into the future. Therefore, the principal historical contradiction over against which the Priority Impact Complex operates is that of the separation of local man from the broad scale decision making process. The strategic objective therefore of the Priority Impact Complex is to promote global corporate polity. This will insure that full humanness in the individual and society w~11 be actualized. | |||
22: PROCESS PROJECT | |||
The Process Project consists of rive component groupings: Symbol Makers Guild, Co1legial Nurture Unit, Coordination and Evaluation Committee, Operations Management Office and Project Initiation Team. The Symbol Makers Guild takes responsibility for the community by creating visual symbols that address spirit depths; the Collegial Nurture Unit provides the actual care that sustains the leadership forces; the Coordination and Evaluation Committee ensures the continual initial impact of the project through long range planning and evaluation; and the Operations Management Office maintains the practical functioning of the project through management of all available resources. | |||
SYMBOL
MAKERS GUILD |
The symbol makers Guild creates the symbols that call forth the fundamental commonality of humanness. The guild disseminates these symbols to ensure the continued commonality among the project forces and constantly reviews them to maintain their validity. By this intensification of internal symbolic life, the project itself becomes a; symbol, dramatizing to the world the possibility of a new creative corporate life style. The major symbols of the project need to be prominently displayed and reflect the cultural history of the particular community. The project symbols should reflect the depth spirit 1~ sues of the community and have stories told about them so that they are well grounded. The major symbol should be solemnly dedicated in a specia1 ceremony. | ||
COLLEGIAL NURTURE UNIT | The collegial nurture unit provides the structures necessary to maintain the project leaders in mission. Corporate life is rehearsed and the common vision is continuously reviewed through participation in community events. Through the support of these structures the leadership forces are able to catalyze the signal project into being. The underlying principle of this unit is providing a comprehensive model of nurture for the leaders. These sustaining aspects are dealt with by demonstrating to the leaders imaginal educational methodologies, constantly briefing them concerning the cultural environment and enabling leadership to rehearse the story out of which they are operating. The Cultivation Post consists of five component groupings: Program Stories Creators, Public Relations Unit, International Business Associates, Signal Project Families, and Resources Development Commission. The Program Stories Creators create the new secular mythology; the Public Relations Unit gains establishment support and concern, the International Business Associates gain global support:; Signal Project Families provide a visible sign in the project community; and Resources Development Commission acts as a bridge between the project and the establishment. | |||

STORIES CREATORS | The Program Stories Creators develop new secular myths and symbols to describe the work of the particular project. By using data from the project and the establishment it presents a story which envisions the future of the present project.
