POINTS

OF

DEVELOPMENT



I would like to say a word about framing. behind the methodology that we've been using in community development are five or more practical issues. On Monday I spoke about those who care. If there is not a core of people who care about a situation you cannot to a community development because, as everybody knows, it's impossible. Only the people who have a deep concern are going to have courage and endurance enough to do the impossible. No detached bureaucrat, no matter how intelligent, can do this; however, a bureaucrat tan also care and if he cares, it can be done. Second, there has to be a hardheaded understanding of local economy. That I talked about on Tuesday. Third, there has to be equally practical hardheaded understanding of the factors of social change on the local level. That I tried to talk about on Wednesday. Fourth, what I want to say a word about this morning has do with what I call "framing" a project, and fifth has to do with spending, or the finances for a social demonstration project.

PUBLIC AND

PRIVATE

SECTOR


On the chart, the circle above represents the universe and the arch below represents the universe. The top is the public and the bottom is the private, and these represent the support forces for a local community project. The public and the private sectors have to operate together if effective development is to take place. My nation again and again has wasted billions of dollars by trying to do an inner city development by itself. It does not work. Sooner or later they become aware that what they thought was not what they wanted. Or the either way, in my country in the last 30 years the highway is strewn with the wreckage of community development projects which were undertaken by the private sector alone. It is necessary in the public sector to work with the local manifestation of the public, and the regional manifestation and the more inclusive manifestations which is usually called the federal dynamic. You need both the moral and the financial support of the public sector. But, to repeat, without the private sector, it is hopeless. Again, the private sector too must be represented on the local level.

But a local project needs the support of the private sector on a more remote basis. First is whet' I call the guardians. That is people 1ike in this room and other people who are willing to support the project by involving themselves in one way or another, however distantly. If you did a project in a place like Seon­Eub, then there would be people in Jeju W who would be willing to give themselves to help it in any way they can, There would be private sector people on the mainland. Even, you know, if something Like that happens, until the day I die, if there's anything that I can do and if they called upon me to do it, I'd do it, It knows no boundary. A community ­­ a local community­a small village or a town hasn't a chance of success without that kind of enablement at its fingertips. The last category, which I call patrons, is like unto it, but is still more removed. It is what you might call invisible friends of the project. This might be a baker ­who would never give directly his efforts, but he was interested in the project. And when a guardian came to him for help, he would help. He court be the head of a corporation who was intrigued by the project and would do what he could to have his organization be of dome kind of assistance through a guardian. Now if you do not want your project to be effective, and many social workers do not want them to be effective, then you ignore this frame, as I call it, that we have been talking about. But if you mean for it to be effective, you cannot ignore it, however modestly it can be set up.

AND

SOCIAL

DEVELOPMENT

Then you have two other universes in that chart on each side where the circles are ­­ on the right side you have the universe of economic development. On the other side you have the universe of social development. In each case there has to be an actuating; force or agency on the local level for it to come off. The form of this must necessarily vary relative to the nature of the community itself. For instance, the economic actuating agent could be a certain kind of a village co­op or it could be a committee or commission made up of local leaders in the community who were interested in seeing the economic development


of the village. And so it's too with the social actuating agent. It could be some form of a local co­op, it could be a commission or a committee of local people. In my country we usually established not­for­profit corporation controlled by the local people themselves.




THE

CATALYTIC

CORE


And last, in the centre, the catalytic core. This is a group of people -­ two, three, ten, whatever number, who understand the methodologies well and would be a part of the community for 6 months, a year, or whatever it took in order to train the local people themselves in the methodologies and in the particular techniques relative to different projects. In my country I wish that a lot of the young intellectuals, many of them in universities would decide to become such a force in the inner cities ­of my nation and in the country villages of my nation rather than sitting around in abstraction, criticizing the work of people who do try to do something. As I get older and as I get tireder, and as I sweat more, I have little patience for the uninvolved and pay little attention to their criticism, unless they are engaged in the dynamics they are criticizing. Now, when these four universes operate or are operating in some kind of coordination with each other, you'll have an adequate intra­structure for the development project itself. And you'll be delighted to know that I'm finished.
