[Oe List ...] Welcome message

I added a temporary welcome message that should reduce confusion - at 
least one ica-dialogue member did not understand what the welcome 
message was for. After the mass subscription that message will be 
changed.

Harry and David, feel free to edit any and all of the list settings 
to suit. I added you both as administrators. You can add me back in 
if you need it. But since Harry is a mailman pro you are probably OK.

As I announced on the old list, I will subscribe everybody en masse 
(except the Sands and one other name who asked to be removed) after 
work Wednesday.
