In my experience - Apology for past deeds is helpful to the offender. It
may or may not help the offended. The offended is helped by forgiving and
often continues to look for changed behavior on the part of the offender.
It seems to be me it would be a step toward peace for the present and future
if current nations apologized by past nations misdeeds, seeing themselves in
the line of responsibility to keep from repeating those misdeeds. If we
apologized to we couldn't help but think about our current relationship to
to nations that have something we want.

Also, a friend of mine has written a book about his interviews with Japanese
men who were imprisoned by the Americans in World War II. He wanted to
write this before they all died off. His conclusion from these interviews
was that the "good" treatment of Japanese captured was one of the things
that brought Japan to our way of thinking after the war. They couldn't
believe that we didn't treat them the way they treated the Americans taken
as prisoners. We fed them well, we let them listen to the radio, we didn't
physically mistreat them. His book is being quoted to the Congress
investigation committee on torture relative to our treatment of terrorists.
