Sorry, I am illiterate techniquewise.   Someone this morning wrote in the e-mail that he knows the song.

Dear Rev. Salmon:

The song which you are describing, is Aryrang aryrang arariyo,  the song which NY philhamonic played during their visit in South and North Korea.
Kwanryung Il song is written to the tune of a pop song (Sa-rang-hae Dang-sin-eul, Jung-malo Sa-rang-hae)  which I believe became popular in the late 1960's among young adults in Korea.  Both are beautiful.
