I believe the reasons are quite intelligible.  The three ideals expressed in the Declaration of Independence--the right to life, liberty and the pursuit of happiness--are abstract concepts.  To put practical wheels under the right of every citizen to life you must include the right to healthcare, which is not abstract at all.

No intelligible reason.  It is a decision, a declaration, just as our document says everyone has a right to life, liberty and the pursuit of happiness.  Why?  No intelligible reason.  We decided it was so.
