Hi

First off, I agree with John that using our planning process would be 
very beneficial.

I would precede it with an overview of the situation, and information 
about what the world has learned so far.

One important dimension of this overview would be to look at what 
many other rich and poor countries have learned and are doing. The 
systems that have been set up in many countries have been designed 
after a careful study of what was being done elsewhere and what they 
needed.  A recent example is Taiwan, which recently redid their 
system.  One of the models they considered and rejected was the US 
one.  Like many others they realized that the best outcome for the 
population is a one payer system.  Drug companies hate it, as do some 
health professionals who think they should be paid higher salaries.

I also believe that prevention is a very important part of a health 
system.  In other countries, such as the UK doctors are paid more 
when they have helped their paitients do things that help reduce 
illness, such as stop smoking, lose weight, get more exercise, 
etc.  Thus they are rewarded for keeping people healthy, as well as 
treating illness.

I'm sure that there would be many other examples of approaches that 
work which would be very valuable for a great outcome for all.

I would also toss in here that it appears to me that a very big 
contradiction of the US health system is that it is focused on 
enhacing private profit, not keeping the population healthy.
