First of all, and this is obvious stuff, has each group articulate what
they think is the purpose the other party is committed to, the concern they
worry about and the circumstances they find themselves in. Go back and forth
until the two groups indeed understand the other group.
Then ask each group to think about and articulate what it is that they
respect in the other group, and see if common ground emerges.
it is this common ground that can then form the starting point for the
conversation about the future of energy uses in the state/country/planet.
