And you need to add in much of Home Land Security, CIA, NSA and the other intelligence agencies, foreign military assistance/aid plus the interest on the debt that comes from the income-expense gap and you approach 70%. In my mind anything that doesn't address this (off limits) is a joke. If you want a great read on how we got this way, check out Andrew Bacevich's new book Washington Rules.
