I think the way we are using the term "responsible" might be making a bigger assumption about predictability and guaranteeing of the future . . .

straighten out the Tea Party and Standard and Poor's

Just using the process does 
not assure responsible decisions.  The quality of the values being 
held in the"judge" and "weigh up" steps are critical.  If the decision 
is made on behalf of a special interest, be it group and/or ideology, 
etc., without taking into account the short and long-term impact upon 
the whole and the common good, it would be difficult to see it as 
"responsible."  Two of our consistent values were/are comprehensiveness and depth.
